In the western magical girl show Star versus the Forces of Evil, Star has a very Sailor Moon-esque transformation in the episode "St. Olga's Reform School for Wayward Princesses". Considering the fact that the creator originally wanted Star to be a normal girl obssessed with Sailor Moon, I think this is deliberate.
