Possibly. Another way is to start doing weekly contests - probably creativity-based; like writing or drawing. And then there is yet more advertising. That's a never ending job with forums.

Yup! Another forum I visit on occasion does not only a writing (IE: Oneshot) contest, but also a poetry contest on top of visual ones.
