But seriously, one of the most polarizing things about the latest Precure season (Happiness Charge) is that some of the International Cures are from places such as India and Egypt, yet they appear barely all that different from the Japanese team.
Why Toei? You had no problem making international Digimon kids darker skinned. We had a character from India and Mexico. So why not Precure? Were they afraid that the characters wouldn't be "pretty" enough?
To that I have only two words.

I watched W.I.T.C.H. so long ago, but I can't really remember anything about her. All I remember is that I didn't really like the spider hair thing when she transforms.
Other than that, she is super cute.
Next we have Glenda, Princess of the demon world in Puchi Puri/Petite Princess Yucie. Unlike the main character who has little magic other than a pendant that lets her change outfits, Glenda is a very skilled magic user and acts as a rival to the main character.
Personality wise it takes quite a while for her to develop into something likeable. She's stuck-up and bratty and very obnoxious. She's known for always referring to herself as "Elegant and Fantastic".
Not a huge fan of her typical outfit... for obvious reasons. The fact that she's stuck as a ten year old makes it worse. Oh Gainax...
I'm sure there's one or two more in Winx Club, but other than that I can't recall any other dark skinned magical girls having an important role in the show. (That tiny scene in ep. 12 of PMMM doesn't count. Plus that girl was lighter than either of these two.)
