Yea. What the title says.
For me the biggest example would be Fakir from Princess Tutu, and for good reason. He starts out making it darn near impossible to like him, but not only do we see just why he behaves the way he does, but he starts to grow out of it. Same goes for Rue. By the end of the show they were both completely lovable.
Onpu Segawa of Ojamajo Doremi is an odd case. By the second season I felt like she hadn't really done much to deserve redemption. She just sort of integrated into the cast after doing what could be seen as protecting herself and the others by proxy. Somewhere along the way she weaseled herself into my heart and by the third season I eagerly awaited any episode that took a break from Momoko and focused on her.
Meiling of Cardcaptor Sakura is probably the fastest example I've ever deal with. She's a clingy, aggressive brat, but watching her take on the Fight Card on her own gave me massive respect points for her. I was pretty bummed that she got written out of the show and only had that one appearance afterward.
Yuri Tsukikage of Heartcatch Precure started out as the typical brooding, angsty character who talks in riddles, and after just having finished Madoka Magica I had zero tolerance for another one of those. It wasn't until she was a few steps shy of her grand come-back that she started to turn around and endeared herself to me. Then came the glorious return of Cure Moonlight and she proved herself to be the biggest Bamf I had ever seen in the genre. She could have used a little more in the way of character development, but at least she's a nice person through and through.
Misao Amano (Pretty Sammy TV/Magical Project S. I used to dislike the painfully shy character type, but as Misao progressed through the series she became just as precious as Sasami. Really the dynamic between these two characters is what turned me around to Misao. I don't think I would have such a strong opinion of Misao if not for her friendship with Sasami.
Chizuru Aizawa of Shinryaku! Ikamusume. She started out as kind of a sociopath, doing things like sending Ika off with someone who is TERRIFIED of her simply because she thought it would be amusing. The fact that she's the only character with Dragonball Z level speed and strength meant no one could humble her without preying on her one weakness... insecurity about her weight. I'm also not too fond of characters who never open their eyes unless they're being terrifying.
Then came an episode in the second season where she and Ika spend some quality time together and Chizuru really starts to open up, revealing that she's also insecure about being seen as inhuman due to her DBZ Hacks. Also, she opened her eyes! And it wasn't terrifying!
Tsundere Ojou-sama characters! Particularly Tamaki of Ojamajo Doremi, Altezza of Futagohime and Glenda of Petite Princess Yucie. They all do a good job of making themselves bratty and antagonistic, being the equivalent of the snotty popular girl at school (only without the popular part) and sure enough, character development makes them likable... though Tamaki still acts like an obnoxious jerk outside of her focus episodes.

For me....
Madoka Aguri of Dokidoki Precure is probably the major one in my case; also Umi Ryuuzaki of Magic Knight Rayearth.
I guess you could also say Homura Akemi after episode 10?

As I'm rereading Harry Potter, I found that I like Dobby. I'm reading book 4 at the moment and I really enjoy his parts in the book so far (10 chapters left until I move on to book 5). But back then when I read book 4 for the first time, I really didnt care for him? He was just there to me.

Nanami from Utena. another one of those "Ojou-sama" types but like on a whole new level. But, even though she does some pretty rotten things, Eghh she's like one of my favorite Utena characters (right after Utena and Juri). I think its all those comic relief episodes, they really paint her in a more sympathetic light.
Megumi from Creamy Mami - Mami's cranky and jealous rival. Once you really get inside her head though, I kinda feel bad for her. I love that by the end of the show her and Yuu are like BFFs despite her early hatred. and even sing a duet in the OVAs
But the biggest one for me (I almost forgot that I used to hate him actually haha) Ataru Moroboshi from Urusei Yatsura (aka-Those Obnoxious Aliens) I think I could write a thesis about Ataru's compelling character despite being Anime's biggest butthole. but I'll spare you. basically I love that Ataru drives all the other characters to be as dumb and shallow as he is. He's the key to this show's comedy XD And. The thing that makes Urusei Yatsura really work as a love story, instead of Lum just listing all the reasons she loves Ataru - You just hafta watch the show and all these moments about his character come shining through.

Gageel from Fairy Tail xD He was a villian at first but when his guild got pretty much disbanded and destroyed by Fairy Tail he ended up joining them and becoming really good friends with everyone and OMG! He's such a cutie and I love him to death <3

I agree with Fakir & Meiling! Though when I watch anime or read manga if I dislike a character, I'll forever dislike them! I remember watching SNK and Armin, that kid annoys me so much, even his hair annoys me I mean like seriously! I thought I would dislike Mikasa but she ended up being the only character I liked xD

Spot on about Fakir and Meiling. As for my picks one I can think about now is Kiritsugu from Fate/Zero
If you're like me the first thing that would come to mind after seeing this picture is your typical brooding and angsty Bruce Wayne clone. As uninteresting as he is emotionless.
When I actually started watching the show I realised from pretty much the very start that he was most definitely human. But what really sealed the deal was this strangely adorable scene where he plays with his daughter Illya right before leaving to fight in the Holy Grail war.
Even when he's driven to do things that make you want a punch him it never really felt like he was some angsty cardboard cutout. In fact his flaws only help to show just how human he really is. Most of the reason why people seem to like him is because of how 'badass' he is during the action scenes but what made him so memorable for me was when he showed his other side.

I don't know why.
Despite the horrible writing of the show, and what a selfish brat she started out as, I can't bring myself to dislike Regina from Doki Doki Precure. I just want to wrap her in a blanket, wrap my arms around her and yank her out of that terrible narrative.
Every time the poor girl tries to develop into a better person, utter BS resets her so she can continue being an antagonist. Episode 21 was probably the best in the entire series, and gave her such great moments. Then they did it again, they reset her development AGAIN and had her forcibly brainwashed until the final battle.
Also, the way she pronounces "Mana" and "Papa" never fail to make my heart explode into rainbows and puppies.
Seira from Daybreak Illusion started out being unlikable for obvious reasons. She was cold and ruthless, willing to even attack her teammates if they got in the way of her goals to slaughter Daemonia as soon as they appear. Then we get to episode six and not only do we find out WHY she acts like this, but she starts to open up and show more emotion. By the end of the series she comes to trust and respect her teammates, seeing them as friends instead of mere co-workers.

Masaya and Kish from Tokyo Mew Mew. I thought that Masaya was kind of a Mary Sue (or Martin Steve? IDK) and I found Kish's like for Ichigo stalker-y. BUT, after a while, I really started liking Masaya and Ichigo's relationship, and after the last volume of the mnag I gained a lot more respect for Kish.

I never really liked villain characters in general but with the recent musical I got a liking on Kaolinite!!! (from sailor moon) I loved the way she was portrayed so much.

Homura Akemi. I didn't exactly dislike her in the beginning when I first watched PMMM, but she definitely wasn't my favorite; I don't really like characters with her archetype. But once her backstory was revealed, I liked her a lot.
